UPS was paid extra money to have a package expedited. The item was not deliver according to their committed agreement.

I have spent a long time on the phone with someone that doesn't speak English very well to understand that it isn't their problem. I need to contact the person that sent it to have the service changed so that they can deliver it to me apposed to the local mail office. The fail to follow through on their commitment and some how it is my fault and my problems. Don't use UPS if you can.

The cannot follow through on their commitments.

But don't worry they have no issues collected the fees. That fees department is working very well.
