I sent two packages with the option of billing the recipient. UPS billed me.

I called them, they said they would bill recipient. I received another bill from them for the packages. I called them again. They said it was straightened out.

Then I got a third bill. I called them again. They said, so sorry, we will bill recipient. Six months later my account was suspended for not paying those bills!

Recently I had a package delivered to my office address.

Instead of leaving the package inside the office building, the delivery person left it outside the building on the street.

Even trying to change the address on my bill was a nightmare.

Did you fill out a waybill when shipping it? Did you write their account number and check the 'bill recipient' box? Probably not.
