Ups - Attempted to deliver empty box

Never been so annoyed.First shipment containing cell phone was attempted to be delivered.
About to sign when I realized, hey this is light. Opened in front of driver and the box was empty. Best part is that the indicated that I refused it because I didn’t order it :s. Replacement phone been in limbo for 3 days because they falsely imply on ups my choice that you can change where you want your package delivered.
The moment you make one change, all *** breaks loose and your packing is pending in warehouse somewhere for days.And then you call and everyone is so sorry for the inconvenience.

I paid for next day delivery for my daughter's transcripts for university. They sent to wrong city and then lost the package. My daughter's account was frozen and she was unable to choose her classes.
